NAMCHI, SEPT 21: The Additional Court infrastructure of the District and Sessions Court at Namchi, was inaugurated jointly by Chief Minister Prem Singh Tamang and Chief Justice of the High Court of Sikkim Justice A. Muhamed Mustaque at the Namchi Courts Complex on Monday, marking an expansion of judicial infrastructure aimed at bringing justice closer to people in South Sikkim and adjoining areas.
The new court is expected to strengthen the capacity of the existing judicial establishment at Namchi, facilitate faster disposal of cases and reduce the need for litigants from remote areas to travel long distances for judicial proceedings.
The inauguration assumes significance amid the State’s broader efforts to decentralise public institutions and improve access to essential services at the sub-divisional level.
Addressing the gathering, Chief Justice A. Muhamed Mustaque said the establishment of the Additional Court would make the justice delivery system more accessible and convenient for people in Namchi and surrounding areas. He appreciated the cooperation extended by the State Government and Chief Minister in facilitating the establishment of the court within a short period.
The Chief Justice also used the occasion to underline issues extending beyond court infrastructure, particularly the need to strengthen the legal ecosystem and preventive mechanisms for vulnerable sections of society.
He highlighted the proposal for establishing a Bar Council of Sikkim, saying that such an institution would contribute to the welfare of practising advocates and help strengthen the legal profession in the State.
Justice Mustaque also drew attention to growing concerns relating to POCSO cases, substance abuse and other challenges affecting children and young people. He stressed that prevention and awareness must begin at the school and community levels, with age-appropriate programmes covering child safety, substance abuse and suicide prevention.
He further emphasised that the justice system must remain sensitive to the circumstances of children who become indirectly affected by criminal proceedings. Children, he said, should not be made to suffer for offences committed by their parents, underlining the need for appropriate care, protection and emotional support for juveniles and children of persons undergoing conviction or incarceration.
The Chief Justice called for stronger counselling and emotional support systems in schools and greater coordination among the Judiciary, educational institutions, law-enforcement agencies and concerned government departments for timely intervention, protection and rehabilitation of children.
During the inaugural function the Chief Minister Prem Singh Tamang said an accessible, responsive and efficient justice delivery system was essential for strengthening public confidence in the rule of law.
He reiterated the State Government’s commitment to supporting the Judiciary through infrastructure development and other measures aimed at making public institutions more accessible and people-oriented, particularly for citizens living in remote and rural areas.
The Chief Minister said the establishment of courts at different sub-divisional levels would reduce the hardship faced by people required to travel long distances to seek legal remedies. He also highlighted the creation of Soreng and Pakyong districts as part of the broader decentralisation of governance, bringing administration and public services closer to communities.
Tamang also referred to reforms within the judicial system, including measures under Rule 4/4 relating to appointments, and reiterated the Government’s commitment to providing full support to the Judiciary.
Minister for Education, Sports and Youth Affairs and Law and Parliamentary Affairs Raju Basnet said the Additional Court would strengthen judicial infrastructure in Namchi, ease the burden on existing judicial institutions and contribute to the expeditious disposal of cases.
Basnet also highlighted government initiatives concerning child protection, preventive counselling and awareness of children's rights, including age-appropriate education on safe and unsafe touch. He stressed the importance of coordination among the Education, Social Welfare and Women, Child, Senior Citizens and Divyangjan Welfare departments.
The inauguration brought together senior members of the Judiciary, legal fraternity, civil administration and police, reflecting the increasingly interconnected role of judicial infrastructure, legal services and public institutions in ensuring access to justice.
Among those present were former Chief Justice of the Patna High Court Justice Meenakshi Madan Rai, Law minister Minister Raju Basnet, MLAs, Registrar General Karma Wangchuk Bhutia, Legal Remembrancer-cum-Law Secretary Suraj Chettri, Principal Chief Engineer-cum-Secretary, Buildings and Housing Department C.V. Basnett, Namchi District Collector Anupa Tamling and SSP Sonam Doma Bhutia along with senior judicial officers, District and Sessions Judges, Chief Judicial Magistrates, Civil Judge-cum-Judicial Magistrates, representatives of the Bar Association of the High Court of Sikkim and Bar Associations of Namchi, Gyalshing and Soreng, besides heads of various line departments, also attended the programme.
