Dhakal gets new role as Bhutia retires in Sikkim bureaucratic reshuffle
GANGTOK, SEPT 30: The latest Sikkim government reshuffle marks a significant transition among the State's top bureaucrats, with S.D. Dhakal, a key official in the Chief Minister's Office since the SKM government came to power in 2019, moving to head the Administrative Reforms Commission, while senior IAS officer Rinzing Chewang Bhutia exits government service on superannuation.

Dhakal, who served as Secretary and later Principal Secretary to the Chief Minister, has now been appointed Chairman of the Administrative Reforms Commission for one year. His move ends a long stint at the CMO, where he remained among the senior bureaucrats closely associated with the administration.

Bhutia, meanwhile, retires on September 30 after serving in several important assignments, including Secretary, Department of Personnel, Secretary, Land Revenue & Disaster Management Department and Planning Department. The latest orders make no provision for his re-employment beyond superannuation.

His portfolios have now been redistributed. M.T. Sherpa gets additional charge of Land Revenue & Disaster Management, while Norzing Tsering Shenga, moves to Personnel and also takes additional charge of Planning & Development.

The reshuffle therefore presents a striking contrast: Dhakal, after years at the heart of the Chief Minister's Office, gets a fresh one-year mandate in administrative reforms, while Bhutia, who held some of the government's key institutional portfolios, leaves service with his retirement taking effect on Wednesday.
