Chief Justice Stresses Stronger Support For Child Victims As Sikkim SLSA Launches SAHARA, VVK
GANGTOK, OCT 1: The Sikkim State Legal Services Authority (SSLSA) on Thursday launched two new initiatives aimed at strengthening legal, psychological and rehabilitative support for vulnerable sections of society, with Chief Justice of the High Court of Sikkim and Patron-in-Chief of Sikkim SLSA, Justice A. Muhamed Mustaque, stressing the need for sustained institutional support to victims of sexual offences and other forms of abuse.

The two schemes — the “Support, Assurance, Healing, Aftercare & Rehabilitation Assistance (SAHARA) Scheme, 2026” under the NALSA (Child-Friendly Legal Services for Children) Scheme, 2024, and the “Vichar Vimarsh Kendra (VVK)” under the NALSA (JAGRITI – Justice Awareness for Grassroots Information and Transparency Initiative) Scheme, 2025 — were launched at the Auditorium of the High Court of Sikkim in Gangtok.

According to the SSLSA press release, Justice Mustaque informed the gathering that the VRC had functioned as a platform providing access to justice, counselling and legal support to victims of crime, particularly in cases involving sexual assault and child abuse. The centre subsequently became one of the flagship projects of the Kerala Legal Services Authority.

Drawing a connection between that experience and the newly launched initiatives in Sikkim, the Chief Justice said that while the State continues to uphold its traditions and values, there are “an alarming number of POCSO and drug abuse cases” that require serious attention.

He said the two schemes had been formulated to assure victims that “there is someone to take care of them as a handholding measure”, and wished the initiatives success.

The SAHARA Scheme seeks to establish a continuum of care for child victims—from reporting of offences and institutional care to rehabilitation, transition to adulthood and aftercare. It aims to facilitate legal, medical, psychological, educational and livelihood assistance.

The VVK will provide individual, family and legal counselling, crisis intervention and online/video counselling to children, senior citizens, persons with disabilities, victims of violence and other vulnerable persons through a helpline, walk-in facility and institutional referrals.

A consultative programme on child protection, healing and rehabilitation followed the launch, with Kerala-based resource persons sharing their experience on the two schemes and counselling.

Justice Bhaskar Raj Pradhan, Judge and Executive Chairperson, Sikkim SLSA, along with judicial officials, advocates, child protection officials, students, mediators and other stakeholders, attended the programme.
